Thailand has no notary public. Certification is done by licensed notarial services attorneys: what they can certify, and how legalisation works abroad.

If a bank, university, or court abroad has asked you to get a document notarised in Thailand, the first thing to know is that there is no Thai notary public to go to. Thailand never adopted the civil-law notary profession, so there are no notary offices in the sense most countries mean.
What exists instead is a licensed group of lawyers. Thai lawyers who complete the required training and register with the Lawyers Council of Thailand can act as notarial services attorneys, through the Council's registrar office for signature and document certification. They are the people who perform the certification function here.
This matters practically because instructions written abroad rarely account for it. A form that says "sign before a notary public" is satisfied in Thailand by a notarial services attorney, and firms handling notarial and document services hold that licence.
Note: Certifying a signature is not approving a document
Certification confirms who signed, and that they signed in front of the certifying lawyer. It is not a check that the contents are accurate, lawful, or in your interest. That distinction runs through the whole chain: Thai consular practice makes the same point, certifying the signature and expressly not the message in the document. If the contents matter, the review is a separate piece of work.

The common requests are signature certification on documents heading overseas, certified copies of Thai documents, affidavits and declarations for foreign proceedings, and certification of company documents for a transaction abroad. A power of attorney is the single most frequent one, because it is how people complete Thai property and company matters while they are elsewhere.
Certification by the lawyer is often only the first step. A document travelling to another country usually needs legalisation by the Department of Consular Affairs afterwards, and sometimes further certification by the destination country's embassy. The order is fixed, so a document certified out of sequence gets sent back and the chain restarts.
This is about to change. Thailand acceded to the Apostille Convention on 30 June 2026, and it enters into force for Thailand on 28 February 2027. From that date a single apostille replaces the legalisation chain for documents going to other member countries. Until then the existing chain still applies, so a document prepared now follows the old route. Before paying for anything, ask the institution that wants the document exactly what it requires.
This page is general information, not legal advice. Requirements vary by receiving institution and by country; for a specific document, speak with a qualified professional.
