Who needs VAT registration in Thailand

VAT registration in Thailand becomes mandatory once a business regularly supplying goods or services here has annual turnover above 1.8 million baht. The Revenue Department's rule is blunt: pass the threshold and you are subject to VAT, whatever your company's size or nationality. Registration uses Form VAT 01, filed before operations begin or within 30 days of turnover crossing the line.

The current rate is 7 percent, charged on most sales of goods and services in Thailand. Some activities are zero-rated, such as exports of goods and services performed in Thailand but used abroad, and some are exempt altogether, including businesses under the threshold, unprocessed agricultural products, healthcare, and education.

Many businesses meet VAT for the first time right after registering a company, because customers, suppliers, or a work permit application expect a VAT number before the turnover test is even close. Whether to register early is a judgment call, and it is one of the first questions a firm will work through with you.

The VAT rules the Revenue Department publishes

Core registration and filing rules from the Revenue Department's English VAT guidance. The department can adjust the rate and rules; a firm confirms the current position before you rely on it.

Note: Zero-rated and exempt are different positions

A zero-rated business, such as an exporter, is registered, charges VAT at 0 percent, and can claim back the VAT it pays on its own purchases. An exempt business is outside the system: it charges no VAT and recovers none. Which side of that line an activity falls on changes the cash economics of the whole operation, so it is worth settling with an adviser before invoices start going out.

What a VAT firm handles

The registration itself is the small part. A firm prepares the VAT 01 filing, deals with the local Revenue office, and confirms whether your activity is standard-rated, zero-rated, or exempt. The ongoing work is the monthly cycle: collecting tax invoices, reconciling output VAT charged to customers against input VAT paid to suppliers, and filing the return with any payment within 15 days of each following month.

Most businesses hand this cycle to the same accounting firm that keeps their books, since the VAT return is built from the same records, and the monthly close usually covers withholding tax remittances in the same run. Businesses with disputes, refund positions, or structuring questions bring in tax lawyers in Thailand alongside the compliance work.

A firm will also tell you what not to do. Charging VAT without being registered, issuing invoices that do not qualify as tax invoices, or letting a filing slip past the deadline all create exposure: penalties and surcharges apply, and cleaning up a backlog costs more than filing on time ever did.

How a VAT engagement usually runs

  1. Assess whether and when to register

The firm looks at your turnover, your activity, and who you sell to, then advises whether registration is already mandatory, worth doing early, or better deferred. Exempt and zero-rated positions are confirmed here.

  2. Register with Form VAT 01

The firm prepares and files the registration with the Revenue Department and handles any follow-up questions from the local office, so the business ends up with a VAT number tied to the right address and activity.

  3. Set up tax invoices and records

Invoices must meet the tax invoice requirements for your customers to claim their input VAT, and your own purchase records decide what you can claim. Getting the templates and bookkeeping right at the start prevents most later problems.

  4. File monthly and keep the evidence

Each month the firm reconciles output against input VAT and files the return with payment within 15 days of the following month. Returns, tax invoices, and receipts are kept as the audit trail the Revenue Department can ask for.

When this work is worth paying for

VAT is a monthly obligation that never pauses, and the return is only as good as the records behind it. Paying a firm makes obvious sense when invoices flow in two currencies, when part of your revenue is zero-rated, when you sit in a refund position, or when corporate tax filings already sit with an outside adviser and the monthly VAT run belongs in the same hands.

Official figures on this page come from the Revenue Department and were checked in August 2026. What a firm charges for registration or monthly compliance is set by each firm; ask for the quote in writing with the scope of the monthly work spelled out.

Common questions

Frequently asked questions

What is the VAT registration threshold in Thailand?
Annual turnover of 1.8 million baht. Any person or business regularly supplying goods or services in Thailand with turnover above that figure is subject to VAT and must register with the Revenue Department using Form VAT 01, before operations begin or within 30 days of reaching the threshold. Businesses under the threshold are exempt but can discuss voluntary registration with an adviser.
What is the current VAT rate in Thailand?
7 percent, per the Revenue Department's published guidance. Some activities are zero-rated, including exports of goods and services performed in Thailand but used abroad, and some are exempt, such as unprocessed agricultural products, healthcare, and education. The rate and the lists can change, so a firm confirms the current position for a specific activity.
How does monthly VAT filing work in Thailand?
A registered business files a VAT return every month: Form VAT 30 in the Revenue Department's English guidance, the Thai form PP 30. The return reconciles the VAT charged to customers against the VAT paid to suppliers, and it must be submitted with any payment within 15 days of the following month. Most businesses have their accounting firm prepare and file it as part of the monthly close.
What does a firm actually do on a VAT engagement?
Four things in practice: it advises whether and when to register, prepares and files the VAT 01 registration, sets up tax invoices and purchase records so input VAT can be claimed, and runs the monthly cycle of reconciling and filing returns. Firms also handle Revenue Department questions, refund claims, and back-filing when a business discovers it should have registered earlier.
Do I need VAT registration before hiring foreign staff?
A VAT number is commonly expected in work permit applications for a company employing foreigners, which is why many new companies register before their turnover reaches the threshold. Whether early registration makes sense depends on the business, since registration brings the monthly filing obligation with it. A firm can weigh the two for your situation.
