BOI Accounting in Thailand.

BOI accounting in Thailand: books that separate promoted activity, quarterly e-Monitoring reports, and the audited application to use the tax exemption.

Key facts

Why do BOI-promoted companies need separate accounting?
The corporate income tax exemption applies to net profit and dividends derived from the promoted activity, not to everything the company earns, so the books must show which profit came from the promoted project.
What is e-Monitoring reporting?
The BOI's online reporting system. Before full operation start-up, projects submit progress reports within 30 calendar days of each quarter's end, and every July a progress and performance report is filed.
Is the BOI tax exemption automatic?
No. Using the corporate income tax incentive runs through an application in the BOI's e-Tax system, reviewed by a certified accounts auditor whose opinion is attached before submission to the Office of the BOI.

BOI accounting in Thailand: why promoted companies keep different books

BOI accounting in Thailand exists because the incentive is narrower than the company. The Board of Investment's headline benefit is exemption of corporate income tax on the net profit and dividends derived from the promoted activity, not from everything the company does. A promoted company that also earns non-promoted revenue, trading income, or income outside its certificate's scope has to be able to show which profit is which, so its books are set up from the start to keep promoted and non-promoted activity apart: revenue, costs, and the allocations between them.

That is the accounting execution layer. What incentives a project can get, and how to structure for them, is its own advisory question, covered on BOI tax incentives; how to obtain promotion in the first place is walked through in the BOI promotion guide. This page is about running the numbers once the certificate exists.

None of it replaces normal Thai compliance. A promoted company still files its corporate income tax returns with the Revenue Department on the standard calendar, the annual return within 150 days of the accounting period's close, so BOI reporting always runs alongside the ordinary one, never instead of it.

Using the exemption is an application, not a default

The corporate income tax exemption is not something a promoted company simply nets off its return. The BOI's guide sets out a distinct process for applying to use the incentive: the company prepares the supporting materials, files the information into the BOI's e-Tax system, has the application considered by a certified accounts auditor, attaches the report of the auditor's opinions, and submits the package to the Office of the BOI.

That auditor step is why BOI accounting and audit work sit so close together. The statutory audit already examines the annual financial statements; the incentive application asks an auditor to stand behind the promoted-activity figures specifically. Books that never separated promoted from non-promoted activity make that opinion hard to give, and untangling a year of mixed records after the fact costs more than structuring the ledger correctly in month one.

The certificate's conditions stay live throughout. The BOI supervises compliance with project conditions, and its guide lists cancellation or partial withdrawal of rights and benefits among its monitoring functions, so condition reporting is not paperwork to backfill later. What a breach costs in a specific case is something a firm confirms; the safe assumption is that benefits can be cut back or withdrawn.

A BOI accounting engagement, in order

  1. Structure the ledger around the certificate

The chart of accounts is set up so promoted and non-promoted revenue, costs, and shared-cost allocations are separable from day one, matching the scope of the promotion certificate.

  2. Run the quarterly e-Monitoring cycle

Until full operation start-up is approved, progress reports go through the e-Monitoring system within 30 calendar days of each quarter's end, and the July progress and performance report follows every year.

  3. Close the year on two tracks

The annual close produces both the ordinary audited financial statements and the promoted-activity figures, and the corporate income tax return is filed with the Revenue Department within its standard 150-day window.

  4. Apply to use the tax incentive

The firm prepares the CIT-exemption application in the BOI's e-Tax system, coordinates the certified auditor's review and opinion, and submits the package to the Office of the BOI.

  5. Keep condition compliance current

Certificate conditions, start-up milestones including the 36-month full operation deadline, and any changes to the project are tracked and reported so benefits are not put at risk.

When to hand BOI accounting to a firm

A promoted company is running two compliance systems at once, and the expensive mistakes are structural: mixed books that cannot prove which profit was promoted, missed e-Monitoring windows, an incentive application an auditor cannot sign. Accounting firms in Thailand with BOI experience price this as a recurring engagement, so compare what the scope covers: the ledger design, the quarterly reporting, the year-end dual close, and the incentive application itself. Where a certificate condition is already in dispute rather than merely due, that conversation belongs with advisors, not the bookkeeper.

Common questions

Frequently asked questions

What does BOI accounting in Thailand involve?
Typically: a ledger structured to separate promoted from non-promoted activity, the quarterly and annual e-Monitoring reports, a year-end close that produces both the ordinary audited financial statements and the promoted-activity figures, the auditor-reviewed application to use the corporate income tax exemption, and tracking of the promotion certificate's conditions.
Does a BOI-promoted company still file normal Thai tax returns?
Yes. Thai and foreign companies carrying on business in Thailand file corporate income tax returns with the Revenue Department on the standard calendar, including the annual return within 150 days of the accounting period's close. BOI reporting runs in addition to those filings, not instead of them.
What are a promoted company's reporting deadlines with the BOI?
Per the BOI's published guide: quarterly progress reports through the e-Monitoring system within 30 calendar days of each quarter's end while the project has not yet been approved for full operation start-up, a progress and performance report every July, and a request for approval of full operation start-up within 36 months of the promotion certificate's issuance.
What happens if a promoted company breaks its certificate conditions?
The BOI supervises compliance with project conditions, and its guide lists cancellation or partial withdrawal of rights and benefits among its monitoring functions. What a specific breach costs depends on the certificate and the facts, so a firm confirms the exposure for a particular project rather than a page quoting one outcome.
