Key facts

Is there a notary public in Thailand?
No. Thailand has no civil-law notary profession. Certification is performed by Thai lawyers licensed as notarial services attorneys, registered through the Lawyers Council of Thailand's registrar office for signature and document certification.
What is the most common document?
The power of attorney, used to complete Thai property, banking, and company matters remotely. Land and condominium dealings use prescribed Land Office forms rather than a general letter of authority.
Does certification make a document valid abroad?
Not by itself. Documents going overseas generally need consular legalisation after the lawyer certifies them, and sometimes the destination country's embassy as well, in a fixed order.
When do apostilles start in Thailand?
28 February 2027. Thailand acceded to the Apostille Convention on 30 June 2026, and from the entry-into-force date a single apostille replaces the legalisation chain for member countries.

The first thing worth knowing is that Thailand never adopted the civil-law notary profession. There is no notary public office to walk into. Instead, Thai lawyers who complete the required training and register with the Lawyers Council of Thailand act as notarial services attorneys, through the Council's registrar office for signature and document certification. A foreign form that says sign before a notary public is satisfied here by one of those lawyers.

The work divides into two halves. One is notary services in the certification sense: confirming who signed a document, certifying copies, and witnessing affidavits and declarations for use in foreign proceedings. The other is drafting, and the document that dominates it is the power of attorney, which is how owners complete Thai property and company matters while they are outside the country.

Certification and drafting are genuinely different services, and it is worth being clear which one you are buying. Certifying a signature confirms who signed it, not that the contents are accurate, lawful, or in your interest.

Documents crossing a border usually need more than a lawyer's certification. The established route adds legalisation by the Department of Consular Affairs, and sometimes certification by the destination country's embassy, in a fixed order that has to be followed or repeated.

That route is changing. Thailand acceded to the Apostille Convention on 30 June 2026 and it enters into force on 28 February 2027, after which a single apostille replaces the legalisation chain for documents used in other member countries. Anything prepared before that date still follows the existing chain, so the timing of a transaction now affects which route applies.

Fees for this work are set by each firm and are not published centrally, and consular fees vary by post rather than being fixed nationally. When comparing firms, compare what the engagement covers: drafting against certification alone, and whether the firm handles the legalisation steps for you or hands the document back at the first stage. This page is general information, not legal advice; for a specific document or transaction, speak with a qualified professional.

Common questions

Frequently asked questions

What does a notarial services attorney in Thailand do?
They perform the certification work that a notary public does in other countries: certifying signatures, certifying copies of documents, and witnessing affidavits and statutory declarations intended for use abroad. They are Thai lawyers who have completed the Lawyers Council's training and registered with its registrar office for signature and document certification, since Thailand itself has no notary public profession.
How much does notarial work cost in Thailand?
Firms set their own fees for certification and drafting, and there is no published national schedule, so the practical step is to compare quotes and check what each covers. Consular fees for legalisation are separate and are set by each embassy or consulate rather than nationally, which is why a fee quoted for one post does not transfer to another.
Can I get a document notarised in Thailand for use in my home country?
Yes, and this is one of the most common requests. A notarial services attorney certifies the document, and it then usually goes to the Department of Consular Affairs for legalisation, sometimes followed by your own country's embassy in Thailand. From 28 February 2027 an apostille replaces that chain where the destination is an Apostille Convention member. Ask the institution receiving the document exactly what it needs before starting, because the order of steps cannot be rearranged afterwards.
Do I need a lawyer to draft a power of attorney, or just to certify one?
Those are separate services and the drafting is usually where the value sits. A power of attorney is read strictly in Thailand, so it must authorise exactly the acts required: too narrow and it is refused at the counter, too broad and it hands someone more authority over your assets than intended. Certification confirms only who signed, so nobody in the certification chain is checking whether the document does what you wanted.
How do I choose a notarial services firm?
Check that the lawyer holds the notarial services attorney licence, since not every Thai lawyer does, and ask whether the firm handles the full chain through consular legalisation or stops at certification. If the underlying matter is a property transfer or a company filing, a firm that also runs that transaction can draft the document to match what the receiving office will actually accept.
