Payroll outsourcing in Thailand: when to hand the whole payroll function to a firm, what full ownership covers, and how it differs from monthly processing.

Payroll outsourcing in Thailand means a firm owns your payroll function end to end. Beyond running the monthly numbers, it sets and maintains the payroll policies, administers onboarding and offboarding, files everything the Revenue Department and Social Security Office require, and closes the year with the certificates and summaries each employee and authority needs.
If you only need the monthly cycle executed while your own HR keeps ownership, that narrower engagement is payroll processing. Outsourcing is the option when there is nobody in-house who should, or can, own payroll at all.
The legal duties do not move. An employer paying salaries has to withhold tax at source and submit it to the Revenue Department, whoever does the work. Outsourcing shifts the execution and the tracking of rates and deadlines to a firm whose job is to be current on them.
An outsourced payroll function typically includes four layers. Policy: pay structures, payday calendar, overtime and leave treatment, and how bonuses and deductions are handled, documented so the answers do not live in one person's head. People: registering joiners with the authorities, calculating final pay and deregistering leavers, and keeping employee payroll records. Filings: the monthly withholding and social security submissions, kept aligned with the rates and deadlines in force. Year-end: withholding certificates for employees, the annual employer summaries, and a clean handover into the company's accounts.
Where the company also holds work-permit staff, the firm keeps salary evidence consistent with what immigration filings state; that overlap is its own discipline, covered under payroll work permit compliance.

Transition
The firm takes over the current payroll data, checks registrations and past filings for gaps, documents the pay policies, and agrees the calendar: input cut-offs, payday, and who approves what.
Run the function
Each month the firm executes the full cycle on its own calendar: gross-to-net, withholding remittance, social security submissions, payslips, and payments, plus onboarding and offboarding as people join and leave. Your side approves; the firm does the rest.
Close the year
At year end the firm issues withholding certificates to employees, files the annual employer summaries, and reconciles payroll into the books so the accounts and the filings agree.
Three situations drive most outsourcing decisions. First, no local HR: a foreign company with a Thai subsidiary and no Thai-speaking HR or finance staff has nobody to own Thai-language filings and shifting rates. Second, confidentiality: when management does not want salaries visible to anyone inside the local team, moving the whole function outside is the clean answer. Third, multi-country payroll: a regional company that wants one counterparty per country, each owning its local function to the same standard.
Smaller companies sometimes outsource for a simpler reason: payroll is the back-office task with the least tolerance for error, and a firm doing it daily is cheaper than a mistake. Where the books and statements should go out the door too, outsourced accounting bundles payroll into the full external back office.
Compare candidates on scope, not headline fee: whether onboarding and offboarding administration, year-end work, and payment execution are inside the monthly price, how policy questions are handled, and who is liable when a filing is late. Payroll firms and accounting firms in Thailand both offer outsourced payroll; the right choice usually follows whoever already holds your books.
One line stays with you. Employment decisions, contracts, dismissals, and disputes are legal matters for your company and its employment lawyer, not the payroll firm. Outsourcing the function does not outsource those calls, or the employer's legal responsibility for withholding and contributions.
